The order of the state district court quoted in the opinion did not depart from the mandate issued by this Court in Sipuel v. Board of Regents, 332 U. S. 631, and a motion for leave to file a petition for a writ of mandamus to compel compliance with that mandate is denied. Pp. 333 U. S. 147-151.
