Appellant appeals from the district court orders denying relief on his 28 U.S.C. § 2255 (1988) complaint and denying his motion for reconsideration of that order. Our review of the record and the district court's opinion discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. United States v. Mims, Nos. CR-92-88; CA-93-1159 (E.D. Va. Feb. 15 & Mar. 3, 1994). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
