Syllabus

Civilian employees of the United States who are entitled to the benefits of the Federal Employees' Compensation Act and who are injured in the performance of duty as seamen on vessels owned and operated by the Government and engaged in merchant service do not have a right of action against the Government under the Suits in Admiralty Act. Pp. 359 U. S. 495-497.
