Syllabus
Engineer officers of the War Department, assigned to duty in connection with the improvement of rivers and harbors or the work of the California Debris Commission, are not within the meaning of
the provisions of the land grant acts and the so-called equalization agreements and joint military arrangements under which the Government is entitled to deductions from the regular commercial rates for the transportation of members of the military forces or "troops of the United States."
