Syllabus
A party who, under sec. 4 of the Act of Aug. 5, 1861, c. 45, is entitled to the drawback there mentioned may, when payment thereof has been refused, maintain a suit therefor in the Court of Claims against the United States.
The case is stated in the opinion of the Court.
