Application for stay of three-judge District Court's judgment in Texas legislative reapportionment case, effecting elimination of multi-member district in Dallas and Bexar Counties, is denied, as applicant did not sustain burden of showing that the decision below was erroneous and that implementation of the judgment pending appeal will lead to irreparable harm.
